Why has the EU not prosecuted Volkswagen for fraud?

Volkswagen fiddled their diesel car emissions tests to persuade customers they we buying low nitrogen oxide emitting cars. Given the EU's obsession with consumer protection this one must be a no brainer for Herr Juncker. Which industry employs more Brussels lobbyists than any other? The German car industry. Who runs the EU? The Germans. So the answer to my question is also a no brainer. The German car industry will never be prosecuted by the EU but its a pity they sold so many of these cars to the US.

These Anglo Saxons have non-European ideas of justice so VW will have to cough up biilions following their fraud. Tant pis as the Frogs say.

Note the caveat.

The court said the condition did not go beyond what is necessary to attain the objective of protecting its finances.

I bet the BBC don't report that little bit. What it means is the UK has to show its necessary to protect is public finances. This might be difficult to prove following Dave's WWIII, OAP pension cuts etc.
